The Chief of Police or Collector shall pay over to the Treasurer all money collected by him on fines or on taxes and licenses, in kind collected, and at the time of making such collection shall receipt for such money, scrip or warrants, and the receipts shall show kind collected, and the stub which shall be preserved for the inspection of the Council, or by anyone else who may be interested shall show the amount collected, and the kind of payment made, whether scrip, warrants or currency.

The City Treasurer shall keep a separate account of all moneys paid into the street fund, and whether the same be money or scrip, and shall not pay out any of the said funds except upon warrants drawn upon the said funds, and shall not change any of the said funds to any other fund except by order of the Council, or by resolution duly adopted.
