CITY COUNCIL MINUTES OCTOBER 2, 1978

The Jonesboro City Council met in regular session, Monday, October 2, 1978, at 7:30 p.m. in the Municipal Court Room. Present Mayor, City Clerk, City Attorney and all aldermen.

The By-Laws, of the Senior Citizens Board were read by Mr. Zolper after which Mr. Park moved that the by-laws be approved, seconded by Mr. Hinson, all voted aye.

Mr. Stricklin moved that the minutes of September 18, 1978, be approved as mailed, seconded by Mr. Smith, all council voted aye.

Joe Heineman, Chairman, Downtown Improvement District #1, explained to council the assessments of the district and at that time Mr. Smith offered the following ordinance:

AN ORDINANCE ASSESSING THE VALUE OF BENEFITS TO BE RECEIVED BY THE OWNERS OF EACH OF THE SEVERAL BLOCKS, LOTS AND PARCELS OF LAND WITHIN DOWNTOWN JONESBORO IMPROVEMENT DISTRICT NO. 1 OF THE CITY OF JONESBORO, ARKANSAS

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on 2nd reading, duly seconded by Mr. Shelton, all voted aye.

Dan Sullivan, representing the John Brittnum Co., advised council of a new type financing for the construction, purchase, and rehabilitation of housing. The financing would be for low income through tax-exempt bonds with a low interest rate. Mr. Sanderson moved that representatives from John Brittnum Co. meet with local financial institutions, with recommendations to be made at the October 16th meeting. Mr. Smith, seconded the motion and all council voted aye.

The following ordinance was on 3rd reading:

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 2; ZONING SAID ANNEXED TERRITORY R-3; AND FOR OTHER PURPOSES
