AN ORDINANCE TO AMEND SECTION 13-37 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, DEALING WITH PAWNBROKERS (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-78:1985 ON MAY 15, 1978)

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas that Section 13-37 be amended as follows:

Section 1: It shall be the duty of each pawnbroker, his or its agent, servant and/or employee to provide daily to the Chief of Police of the City of Jonesboro, Arkansas and to the Sheriff of Craighead County, Arkansas, as written record, listing each transaction for that day and shall include the name of the person conducting the transaction, that persons address, drivers license number, social security number and thumb print and it shall describe the item pawned. In lieu of either a driver’s license number or social security number, a credit card, in current effect, may be submitted for one of the above.

Section 2: The pawnbroker who fails to provide the daily report or information required in Section 1 above as provided in this ordinance shall be subject to a fine for the first offense of no greater than $100.00; for a failure to provide the information required in Section 1 above a second time, the pawnbroker shall be fined no more than $500.00; and for each subsequent offense the pawnbroker shall be subject to a fine of not more than $1,000.00 and no more than 30 days in jail, or both.

Section 3: The City of Jonesboro shall provide all necessary forms to the pawnbrokers located in the City of Jonesboro and shall pick up said forms daily.

Section 4: All ordinances and/or ordinances in conflict herewith are hereby repealed to the extent of such conflict.

Section 5: It is found and declared by the City Council of the City of Jonesboro, Arkansas that increasing quantities of stolen merchandise is being pawned and that the City of Jonesboro Police Department and Sheriff’s Department need to better regulate pawnbrokers merchandise and therefore, this or...
