AN ORDINANCE TO AMEND ORDINANCE NO. 3394, AND THE JONESBORO CODE ORDINANCES, SECTION 2.20.12 “D” KNOWN AS JONESBORO CITY COUNCIL RULES OF ORDER AND PROCEDURE

WHEREAS, a “Quorum” is defined in Section 2.20.12 “C” of the Jonesboro City Council Rules of Order and Procedure as a majority of the committee, and shall be necessary to conduct business; and
WHEREAS, the Chair as a member of each committee, should provide leadership and direction to the group being allowed to participate in the full recommendation process of the committee; and
WHEREAS, Section 2.20.16 of the Jonesboro City Council Rules of Order and Procedure allows for the Nominating Rules Committee to make recommended changes to the full council;
NOW THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas that the last sentence in Section 2.20.12 “D” entitled “Voting” shall be amended as follows:
SECTION 1: “In the absence of a recommendation by the “Handbook for Municipal Officials”, the chair of the committee shall be recognized as a voting member of each committee.”
SECTION 2: Since there is a need for clarification in order for committee meetings to be conducted in an orderly and timely fashion an emergency is declared to exist and this ordinance being necessary for the public peace health and safety shall take effect immediately upon its passage and approval.
