AN ORDINANCE PROVIDING FOR THE REVIEW OF CERTAIN CITY DEPARTMENTS BY AN INDEPENDENT CERTIFIED PUBLIC ACCOUNTING FIRM; PROVIDING FUNDS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

WHEREAS, the City desires that a review be made of the operations, policies, procedures, and internal controls of certain City departments by a qualified firm of independent certified public accountants, and,
WHEREAS, funds have been appropriated in the 2003 budget for the position of internal auditor, and,
WHEREAS, the review of certain City departments by a qualified independent certified public accounting firm is deemed to be necessary for the efficient and effective operational and financial management of the City:
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Jonesboro:
SECTION 1: The City shall engage a qualified certified public accounting firm to review the operations, policies, procedures, and internal controls of certain City departments, the departments to be determined by recommendation of the Finance and Administration Committee of the City Council.
SECTION 2: Funds appropriated in the 2003 budget for the position of internal auditor, including payroll taxes and fringe benefits, are hereby transferred to the line item account for professional services in the Administration Department 2003 budget.
SECTION 3: The review of certain City departments by a qualified independent certified public accounting firm being necessary for the efficient and effective operational and financial management of the City, therefore an emergency is declared to exist, and this ordinance shall take effect and be in full force from and after its passage and approval.
