The City Council of the City of Jonesboro, Ark. met in regular session on the above named date at 7:30 p.m. in City Hall. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Keister, Johnson, Fritz, Fields, Copeland, Stricklin, Powell, Snow and Hamilton. Absent: Hart.

A resolution of the Municipal Parking Authority of Jonesboro was filed with the City Council by Mr. Charles Frierson. Also filed was a lease of parking facilities People’s Property Association to Jonesboro Parking Authority. Mr. Fields offered the following ordinance and placed it on its first reading.

AN ORDINANCE PROVIDING FOR THE LEASING OF OFF-STREET PARKING FACILITIES; BORROWING MONEY BY ISSUANCE OF BONDS AND PLEDGING OF PARKING METER REVENUE; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

The ordinance was read in its entirety for the first time by Mr. Charles Frierson. Mr. Copeland made the motion, seconded by Dr. Fritz, that the rule be suspended and the ordinance be placed on the second reading. Roll was called with Fritz, Fields, Copeland, Stricklin and Powell voting aye. Mr. Snow passed and Mr. Keister, Hamilton and Johnson voted no. Mr. Keister made the motion, seconded by Mr. Copeland, that the vote on the second reading be reconsidered and the previous vote be expunged. All aye. Motion carried. Roll was called on the second vote of the second reading of the ordinance. All aye. Motion carried. Mr. Keister made the motion, seconded by Dr. Fritz, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Powell, that the ordinance be adopted. Roll was called. Keister voted no and all other members present voted aye. Motion carried.
