RESOLUTION BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS TO RE-STRUCTURE AND APPOINT MEMBERS TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CITIZEN ADVISORY COMMITTEE FACILITATED BY THE GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT

WHEREAS, Resolution 13:175 replaces Resolution 06:287 and Resolution 06:288 to amend the structure and terms of the Community Development Block Grant (CDBG) Citizen Advisory Committee; and

WHEREAS, HUD regulations require that Community Development Block Grant Action Plan projects be reviewed and recommendations and allocations be made by a Citizen Advisory Committee to the City Council prior to submission of an application for funding, ensuring citizen participation as required by HUD; and

WHEREAS, the CDBG Citizen Advisory Committee shall consist of (9) citizens selected by the Mayor, recommended to the City Council by the Nominating and Rules Committee and approved by the City Council; and

WHEREAS, the CDBG Citizen Advisory Committee shall be comprised of citizens representative of the community served, prior to submission of an application for funding; and

WHEREAS, the purpose of Community Developments Citizen Advisory Committee is to review, recommend, and allocate CDBG funds in such a manner that maximum feasible priority is given to activities which will meet the overall community needs, primarily those needs of low and moderate income families, minorities, elderly, disabled and/or aid in the prevention of slum and blighted areas.

WHEREAS, terms of service shall be three years in length and may serve no more than two consecutive terms; and

WHEREAS, the members of this CDBG Citizen Advisory Committee are as follows:

Ann Garner, Diana Lane, Charlie Granberry, Faye Cox, Harold Carter, Corey Mills, Frank Plusinski, Celeste Henson and Nanette Heard.

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas that the recommended appointments as listed above are hereby confirmed...
