CITY COUNCIL MINUTES - February 15, 2005

The Jonesboro City Council met Tuesday, February 15, 2005, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Doug Formon, City Clerk, Donna K. Jackson, City Attorney Phillip Crego, and eleven council members. Those members were: Farmer, Province, Hargis, Williams, Perrin, Street, Johnson, Dover, Furr, McCall and Ashley. Councilman Moore was unable to attend, and Councilman Province arrived at 6:40 p.m.

Councilman Farmer moved, seconded by Councilman Ashley to amend the minutes by deleting the words “evoking a moratorium” and replacing it with “delaying the matter until”, in the fourth paragraph. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Province who had not arrived yet. Those members were: Farmer, Hargis, Williams, Perrin, Street, Johnson, Dover, Furr, McCall and Ashley. Councilman Farmer moved, seconded by Councilman Perrin for the adoption of the minutes as amended from February 1, 2005. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Province who had not arrived yet. Those members were: Farmer, Hargis, Williams, Perrin, Street, Johnson, Dover, Furr, McCall and Ashley.

City Attorney Crego provided the standard written legal report and stated no report was provided by APERMA, since the next trial date was for scheduled April. In Bingham vs. Jonesboro, a petition was filed with the Arkansas Supreme Court to review the decision rendered by the Court of Appeals.

Councilman Perrin offered the following ordinance for first reading:

ORDINANCE REPEALING ORDINANCE NO. 2461 WHICH CREATED PERMANENT MATA PLANNING AND IMPLEMENTATION COMMITTEES

Councilman Farmer moved, seconded by Councilman Street to suspend with the second and third readings of the ordinance. A voice vote was taken resulting in all members voting aye. Those members were: Farmer, P...
