AN ORDINANCE APPROVING AND ADOPTING THE USE OF THE 9-1-1 EMERGENCY SERVICE SYSTEM PURPOSE BY SOUTHWESTERN BELL TELEPHONE COMPANY; AND APPROVING FUNDING OF THE SYSTEM BY A LEVY OF A 5% SERVICE CHARGE TO ALL TELEPHONE SYSTEMS WITHIN THE CITY LIMITS OF JONESBORO AND DECLARING AN EMERGENCY.

WHEREAS, it has been determined to be in the public interest to shorten the time and simplify the method required for a citizen to request and receive emergency aid; and

WHEREAS, the proposed 9-1-1 system has been determined to be a proper method of achieving these goals; and

WHEREAS, the Arkansas Legislature has established a funding mechanism for implementation and operation of an emergency telephone system by passing ACT 683 or 1985, which is titled the Arkansas Public Safety Communications Act of 1985, and

WHEREAS, it has been determined to be in the public interest to establish this system with in the corporate limits of the City of Jonesboro according to the plan outlined herein, and as proposed by the Southwestern Bell Telephone Company.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF JONESBORO, ARKANSAS:

SECTION 1: An Emergency Response 9-1-1 System shall be implemented providing 24 hour 9-1-1 Emergency Dialing for all telephone systems within the City of Jonesboro, said service shall be linked directly to a computer system providing the callers address and telephone number to emergency personnel.

SECTION 2: The service shall be funded pursuant to ACT 683 of 1985, “THE ARKANSAS PUBLIC COMMUNICATIONS ACT”. Pursuant to this act a service charge of 5% shall be levied on the telephone tariff rate approved by the Arkansas Public Service Commission, for each telephone access line of any telephone system within the corporate limits of Jonesboro, Arkansas
