AN ORDINANCE ANNEXING CERTAIN LANDS THAT ARE COMPLETELY SURROUNDED BY THE INCORPORATED LIMITS OF THE CITY OF JONESBORO; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

WHEREAS, Act 314 of 1979 provides that unincorporated islands of land that have been completely surrounded by the incorporated limits of a municipality may be annexed by the municipality; and the annexation includes that part of the legal description not already in the city limits; and

WHEREAS, the City of Jonesboro desires to annex certain lands more completely described below; and

WHEREAS, all necessary fire and police protection services are to be extended to such areas within a reasonable period of time; and

WHEREAS, the areas to be annexed comply with the standards for lands qualifying for annexation which are set forth in Ark. Stat. 19-307.1 and Act 314 of 1979; and

WHEREAS, a public hearing was held on Monday, December 14, 1987 regarding this proposed annexation; and

WHEREAS, on November 18, 1987, a legal notice was published setting out the legal description of the territory proposed to be annexed and all property owners within the area were notified by certified mail of their right to appear at the public hearing.

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

SECTION 1: That the following described unincorporated areas which are completely surrounded by the City Limits of the City of Jonesboro are hereby annexed to the City of Jonesboro:

Pt. SW 1/4, Sec. 25, T14N, R3E (# 13B, 14)

SECTION 2: All necessary police and fire protection services shall be extended to such areas within a reasonable time.

SECTION 3: Because these areas are in need of all necessary urban services, such as police and fire protection, and this is necessary for the public peace, health, safety and welfare, and emergency is declared to exist. Therefore, this ordinance shall be in full force and effect from and after the date of the passage....
