A RESOLUTION AUTHORIZING THE MAYOR AND THE CITY CLERK TO ENTER A CONTRACT TO PURCHASE PROPERTY FOR A REGIONAL DETENTION POND

WHEREAS, the City of Jonesboro, Arkansas, has enlisted the services of Carter-Burgess, a professional engineering firm, to develop a Pilot Drainage Study; and
WHEREAS, as part of this Pilot Drainage Study, the City of Jonesboro has included previously identified flooding “hot spots” outside the Pilot Study area to be reviewed upon request; and
WHEREAS, the Infrastructure Committee of the Jonesboro City Council requested that a flooding “hot spot” within the Quail Ridge subdivision be reviewed after it was determined that the enlarging of a drainage culvert would not reduce the risk of flooding in the area; and
WHEREAS, B.A. Engineering, a subcontractor of Carter-Burgess, has reviewed the Quail Ridge flooding problem and provided alternative recommendations and feasibility comparisons based upon its professional expertise; and
WHEREAS, B.A. Engineering has recommended Alternative # 5, which includes the purchase of Lot 10, Block B Quail Ridge 3rd, as the most economically feasible alternative for the City of Jonesboro to address and reduce potential future flooding damage to citizens residing in Quail Ridge subdivision and others downstream; and
WHEREAS, an appraisal of said property has been performed by a licensed appraiser of the State of Arkansas.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, THAT:
1. The Mayor and the City Clerk may execute a contract to purchase Lot 10, Block B Quail Ridge 3rd, Jonesboro, Arkansas, for an amount not to exceed the appraised value of said property of $83,000.00 for the purposes of developing a regional detention pond to reduce potential future flooding damage to citizens residing in Quail Ridge subdivision and others downstream with said funds appropriated from the Capital Improvement Fund - drainage line item of the 2004 budg...
