APPEAL HEARING - 6:10 P.M. - An appeal hearing was conducted regarding the recommendation of the Metropolitan Area Planning Commission to deny a zoning change from Agricultural (AG-1) to Residential (R-3) as requested by Mr. Jay Harmon and his Attorney, Charles Mooney, Sr. Due to an error in the legal publication notice, and even though a corrected publication notice had been run, Mr. Mooney requested the ordinance be read twice and held until the December18, 2000 council meeting. No opposition was voiced.

PUBLIC HEARING - 6:20 P.M. - A public hearing was conducted for the purpose of establishing the Kid’s Kabbie Transport Service and to allow input from other taxi-cab services. There had been questions at the last council meeting, regarding zoning, bonds, and insurance, but it was determined that Ms. Martha McMillin had met all the necessary requirements. No opposition was voiced.

CITY COUNCIL MINUTES - December 4, 2000

The Jonesboro City Council met Monday, December 4, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 11 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy. Councilman Perrin was unable to attend.

Councilman Roddy moved, seconded by Councilman Young to accept the minutes as provided. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, and Roddy.

Councilman Moore offered the following ordinance for first reading:

ORDINANCE TO REZONE PROPERTY FROM AGRICULTURAL (AG-1) TO RESIDENTIAL (R-3), LOCATED ON THE EAST SIDE OF KATHLEEN STREET, NORTH OF MORTON DRIVE. (C.M. MOONEY, JAY HARMON)
