CITY COUNCIL MINUTES SEPTEMBER 18, 1978

The Jonesboro City Council met in regular session, Monday, September 18, 1978, at 7:30 p.m. Present were, Mayor, City Clerk, City Attorney and all aldermen.

The minutes of September 5, 1978, and September 11, 1978, were approved as mailed on motion by Mr. Hannah, seconded by Ms. Haigler and unanimous vote of council.

Rusty Garner, Director of the Forum, advised council that the opening night performance was a great success, and invited council as special guest as the Grand Opening on October 9.

Arlis Johnson, representing the Parks and Recreation Commission, reported to council that costs at the Community Center Pool were overbid and it was the desire of the commission to apply for additional grant (BOR) of approximately $30,000.00 in order to complete the lighting, showers and restrooms. Mayor Stallings advised Mr. Johnson that he concurred with the decision of the commission and suggested that the Finance Director and City Attorney work with the Commission of additional funding.

Traffic Safety Officer, Bob Smith, reported to council his recommendations concerning placing of speed bumps on Borgman, McDaniel and McAdams. His report informed council that only four accidents have occurred on these streets since January, 1977 and none of them were related to speed. He indicated that there are some visibility problems in these areas and that an order had been placed for installing “Children Playing” signs. He also recommended that an ordinance be drafted which would establish the speed limit at 20 MPH. Mr. Shelton moved that his recommendation be approved, seconded by Mr. Stricklin. On roll call, all aldermen voted yea except Mr. Minx who voted nay.

Mr. Smith also reported on his study of Allen Street and it was his recommendation that the council not prohibit parking on this street.
