AN ORDINANCE TO AMEND ORDINANCE NO.1141 OF THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR AN AGREEMENT BETWEEN THE CITY OF JONESBORO AND THE COUNTY OF CRAIGHEAD FOR THEIR JOINT COOPERATION IN AREA PLANNING AND THE ESTABLISHMENT OF THE METROPOLITAN AREA PLANNING COMMISSION AND FOR OTHER PURPOSES

BE IT ORDAINED by the City Council of the City of Jonesboro. Arkansas;

 

Section 1: In order to cooperate jointly in area planning and zoning under the provisions of Act 26 of the 1955 Assembly of the State of Arkansas with the County of Craighead and other public bodies in this county, there is hereby established in cooperation with the said County of Craighead the Metropolitan Area Planning Commission.

 

Section 2: The provisions for organization and the general powers, functions and duties of such commission shall be set out in an “Agreement for Joint Planning Cooperation” and Amendment thereto between the City of Jonesboro and the County of Craighead, copies of which are filed with the City Clerk of the City of Jonesboro, Arkansas, which Agreement and Amendments thereto are hereby approved and the Mayor and City Clerk authorized to execute such agreement on behalf of the City of Jonesboro.

 

Section 3: It is found and declared by the City Council that the present and expected growth of the urban area of Jonesboro has created an immediate need for proper planning and zoning and comprehensive planning is recognized as being of primary importance to the future growth and development of the City of Jonesboro and within the five mile limitation into the County of Craighead, without which planning and zoning, the urban area of Jonesboro is developing haphazardly and with resulting detriment to land values and future uses and, therefore, an emergency is declared to exist and this Ordinance being necessary for the public peace, health and safety, shall take effect from and after its passage and approval.”

 

PASSED and ADOPTED this 4th day of November, 1968.
