AN ORDINANCE WAIVING COMPETITIVE BIDDING AND PROCEED WITH HIRING EQUIPMENT AND MANPOWER TO CLEAR, DREDGE, MOW AND/OR SHRED DRAINAGE DITCHES; AND

WHEREAS, there exists an immediate need to acquire manpower and equipment to provide clearing, dredging, mowing and/or shredding on city ditches to alleviate flooding; and
WHEREAS, it has been determined that as to: Lowes Ditch, Christian Creek, Greenbriar Ditch, Murry Creek, Higginbottom Creek, Big Ditch, Turtle Creek, and behind Jonesboro Concrete Pipe Co., Word Street West, an emergency exists to obtain competitive bidding;
NOW THEREFORE, be it ordained by the City Council for the City of Jonesboro:
SECTION 1: That the Mayor is hereby authorized to hire the needed manpower and equipment to provide clearing, dredging, mowing and/or shredding Lowes Ditch, Christian Creek, Greenbriar Ditch, Murry Creek, Higginbottom Creek, Big Ditch, Turtle Creek, and behind Jonesboro Concrete Pipe Co., Word Street West, with the terms and conditions to be negotiated by the Mayor of Jonesboro.
SECTION 2: That there being an immediate need to accomplish and said work, an emergency is declared to exist to waive competitive bidding.
SECTION 3: Further that due to the immediate need to clear said ditches and alleviate flooding, an emergency is declared to exist and this ordinance shall be in full force and effect immediately upon passage approval.
