A RESOLUTION SETTING MINIMUM CONCRETE FOOTING STANDARDS FOR MONUMENTS OR TOMBSTONES, A COST FOR CONSTRUCTION OF CONCRETE FOOTINGS INSTALLED BY THE CITY, AND SETTING THE COST OF INSPECTION OF CONCRETE FOOTINGS NOT INSTALLED BY THE CITY AT CEMETERIES OWNED BY THE CITY OF JONESBORO, ARKANSAS

WHEREAS, it is necessary for all monuments or tombstones within any cemetery of the City to be placed upon a concrete footing, constructed in a substantial and permanent manner, and because the Director of Public Works is authorized to inspect and regulate this construction;

 

THEREFORE, BE IT RESOLVED By the City Council of the City Of Jonesboro, Arkansas:

 

SECTION ONE:  the minimum footing shall be constructed of Portland cement concrete with a minimum thickness of four (4) inches for monuments that weigh four hundred (400) pounds or less and a minimum thickness of six (6) inches for monuments that weigh more than four hundred (400) pounds.  The footing shall be at least two (2) inches wider and linger than the base to be placed on the footing.  On each end of the footing, the thickness shall be a minimum of eight (8) inches thick for a full width of the footing and this thickness shall extend a minimum of twelve (12) inches from the edge of the footing.

 

SECTION TWO:  the cost of construction of footing for monuments or tombstones to minimum standards by the city shall be thirteen ($00.13) per square inch.

 

SECTION THREE:  the cost of inspection and administration of all footings for monuments or tombstones not installed by the city shall be fifteen ($15.00) dollars.

 

SECTION FOUR:  it is further found that due to the immediate need to offset the cost of such inspections and administration, an emergency is declared to exist and this resolution being necessary for the preservation of public peace, health and safety, should take effect from and after its passage and approval.
