BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

SECTION 1: That Ordinance No. 954 known as the zoning ordinance of the City of Jonesboro, Arkansas be amend as recommended by the Metropolitan Area Planning Commission ( RZ 90-35 ) by the changes in zoning classifications as follows: (Allan Patteson)

From Residential (R-3) to Commercial (C-3) the following described property:

A part of the SW 1/4 of Section 29, Township 14 North, Range 4 East, being more particularly described as follows: Begin at the northeast corner of the west ½ of the east ½ of the SW 1/4 of Section 29, aforesaid; thence S 0° 39' 47" W 838.64'; thence N89° 20' 13" W 1290.00'; thence N 0°32'00" W 254.92'; thence N 0° 37'W 411.70'; thence N 41° 58' 00" W 27.42' to the centerline of Wind-over Road; thence with meanderings of Wind-over Road centerline as follows; N29° 30' E 613.32' to the P.C. of a curve right whose radius = 422.94' (Delta = 50°37'); thence northeasterly along said curve centerline 373.64' the P.T. of said curve, said point being the P.C. of a curve left whose radius = 449.02' (Delta = 48°01') ; thence northeasterly along said centerline curve 376.30' to the P.T. of said curve, the same being the P.C. of a curve right whose radius = 404.34' (Delta = 57°06'); thence northeasterly along said curve 402.96' to the P. T. of said curve on the 1/4 section line; thence N89°17' 32"E on the 1/4 section line 98.61' to the point of beginning, containing 43.49 acres, more or less, subject to all rights-of-way and easements of record.

SECTION 2: It is found and declared by the City Council that the proper use of the tract(s) of land described above in this ordinance is being delayed because of improper zoning, and that, therefore, an emergency is hereby declared to exist and this ordinance, being necessary for the preserva...
