A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS, TO UTILIZE FEDERAL-AID TRANSPORTATION ALTERNATIVES PROGRAM (TAP) FUNDS; AND, AUTHORIZING THE CITY’S GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR A FY25 TAP GRANT

WHEREAS, the City of Jonesboro understands that TAP funds are available at 80% federal participation and 20% local match to design and build pedestrian infrastructure on Southwest Drive from South Culberhouse Street to Parker Road; and,
WHEREAS, the City of Jonesboro is requesting $492,000 in TAP funding with a local match of $98,400 and an additional 1% Arkansas Department of Transportation administration fee of $4,920 calculated from the TAP federal share; and
WHEREAS, the City of Jonesboro understands that federal-aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement, and
WHEREAS, this project, using federal funds, will be open and available for use by the general public and maintained by the applicant for the life of the project.
NOW, THEREFORE BE IT RESOLVED BY THE JONESBORO CITY COUNCIL THAT:
SECTION 1: The City of Jonesboro will participate in accordance with its designated responsibility, including maintenance of this project.
SECTION 2: The City Council supports the submission of an FY25 TAP application to build pedestrian infrastructure on Southwest Drive from South Culberhouse Street to Parker Road and hereby authorizes the Arkansas Department of Transportation to initiate action to implement this project.
SECTION 3: The Mayor and City Clerk are hereby authorized by the City Council to execute all necessary documents necessary to effectuate the application.
SECTION 4: The Mayor and City Clerk are hereby authorized and directed to execute all appropriate agreements and contracts necessary to expedite the construction of the above stated project.
