CALLED CITY COUNCIL MEETING - FEBRUARY 21, 1991

The Jonesboro City Council met at 5:30 p.m. in a called session by the Mayor.

Present were Mayor, City Clerk and all Aldermen with the exception of Mr. Shelton. The City Attorney was not present.

The Mayor stated that bids for the E-911 facility were not acted upon in January when bids came in over the budgeted amount allotted for the project. He stated B. B. Vance and Sons, Inc. was the low bidder originally and that city officials has met with the company and discussed removing some of the items specified in the original bid specs. Gene Vance stated that deletions were made in his firm’s original proposal which will not affect the quality of the structure located at the N end of the vacant former Safeway building immediately W of City Hall.

The building will be built to resist earthquakes and tornadoes and will house both police and fire department radio dispatch functions. The dispatch center will not be physically connected to the vacant store building because this connection would necessitate bringing the vacant building up to seismic standards, Mr. Vance stated. He added that the modifications to the original proposal will not affect the quality of the building. They include putting in a less expensive sound insulation, painting rather than covering the walls and changing the floor design.

Police Chief John Morgan stated the city is presently collecting about $17,320 per month as a surcharge on local resident’s telephone bills to pay for the construction of the building and the installation of E-911 and that figure will increase slightly when all recently annexed residents commence paying the surcharge. He stated that he has had some preliminary discussion with Craighead County officials in regard to the city handling the county’s E-911 dispatching, but no decisions have been made.
