A part of the Northwest Quarter of the Northwest Quarter of Section 16, Township 14 North, Range 4 East, more particularly described as follows: Commencing at the Southwest Corner of the Northwest Quarter of the Northwest Quarter, Section 16, Township 14 North, Range 4 East; thence North 89°02’ East a distance of 25 feet; thence North 162.2 feet, thence North 57°33’ East a distance of 150 feet to the point of beginning proper; thence North 150 feet to the South line of Arkansas Highway 49B; thence North 57°33’ East along the South line of Arkansas Highway 49B a distance of 150 feet; thence South 150 feet; thence South 57°33’ West a distance of 150 feet to the point of beginning, containing 0.436 acres, more or less.

Section 2: It is found and declared by the City Council that proper use of the tract of land described in this Ordinance is being delayed because of improper zoning and that, therefore, an emergency exists and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
