1. Call to order by Mayor at 6:30 p.m.

3. Approval of minutes from October 6, 2003, as delivered.
4. Legal Report.
(Financial Report 1st meeting of the month, and Legal Report 2nd meeting of the month)
5. City Attorney:
A. 3rd Reading - Ordinance requiring all preliminary and final plats of subdivisions of five acres or more be submitted in a digital format tied to at least two of the Jonesboro GPS monuments.
B. 1st Reading - Ordinance to rezone property from Residential (R-1) to Commercial (C-3), located at 1722 Airport Road. (Larry Brantley)
6. Resolution to extend the moratorium of Off-Premise Outdoor Advertising Signs and for Wireless Communication Facilities as recommended by the Metropolitan Area Planning Commission.
7. Conveyance of property to the Arkansas State Highway Department at the entrance of Joe Mack Campbell Park.
8. New Business by the Mayor.
9. New Business by the Council.
