AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF 1991 PERTERSEN TL3 LIGHTING LOADER MOUNTED ON A 1991 GMC TRUCK FOR THE CITY OF JONESBORO AND FOR OTHER PURPOSES.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

 

SECTION 1: That the Sanitation Department needs to purchase the following equipment to be delivered in time to be used in the City’s “Clean Sweep Operation” which starts April 8,1991.

 

1991 Pertersen TL3 Loader No.  TL30491350, sixteen (16) foot reach, dual controls, hot shift PTO, outrigging warning lights, an eighteen (18) foot trash body with Hiel hoist, mounted on:

 

1991 GMC truck No. 1G0m7H1JXMJ511990, with Allison MT 653, transmission, 3116-215 horse power Cat engine, 11,000 lb. Front axle, 12,000 lb front spring, 21.00 lb. rear axle, 21,000 lb spring, rear aux. spring, moisture ejector, auto shut down system, and vertical exhaust.

 

SECTION 2: That such equipment may be purchased from Bucy Equipment Company, Inc., Rector, and Arkansas for the sum of $53,000.00 total

 

SECTION 3: That the City Council, in accord with the terms of A.C.A. 14-58-302 (2) (B) hereby waives the requirement of competitive bidding and directs the Purchasing Officer to purchase the above described work for the price set forth in Section 2 above.  Said amount shall be paid by money from the Fixed Assets line item in the Sanitation Residential budget.

 

SECTION 4: It is further found that due to the immediate need to acquire the above equipment for the “Clean Sweep Operation” that starts on April 8, 1991, an emergency is declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety shall take effect from and after its approval.
