A RESOLUTION AMENDING THE STRUCTURE AND TERMS OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CITIZEN ADVISORY COMMITTEE (NOTE: THIS COMMITTEE WAS AMENDED BY RES-06:288 ON JUNE 20, 2006)

WHEREAS, The City of Jonesboro has benefited for several years by participating in the Housing and Urban Development's (HUD) Community Block Development Grant Program; and
WHEREAS, HUD regulations require that projects be reviewed and approved by a Citizen Advisory Committee, comprised of citizens representative of the community served, prior to submission of an application for funding; and
WHEREAS, a more efficient method for appointing members and setting terms of service is needed to enhance the CDBG program and to encourage more citizen participation as required by HUD.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS that the following procedures be adopted:
1. The Citizen Advisory Committee shall consist of thirteen (13) members according to the following composition:
a. Six City Council Members (Finance Committee of the City Council)-Ex-Officio members
b. Seven citizens, selected by the Mayor, recommended to the City Council by the Nominating and Rules Committee and approved by the City Council.
2. Terms of service shall be three years in length and will be staggered.
3. A member may serve no more than two consecutive terms.
