MINUTES
METROPOLITAN AREA PLANNING COMMISSION
NOVEMBER 12, 1996

MEMBERS PRESENT: Coleman, Damron, Gardner, Finley, Beadles, Pitts, Shaw and Phillips

MEMBERS ABSENT: Little

The minutes of the October 8, 1996 were approved as prepared.

#1 SU96-12 Thomas Delk requested approval of placement of a mobile home at 1101 Easley Lane.

Mr. Damron moved to approve the request subject to demolition of the house within 30 days after placement of the mobile home. Ms. Shaw seconded, 7 voted aye, 0 no, REQUEST APPROVED WITH STIPULATION.

#2 SU96-13 SU96-13 Scott and Ronda Ruthven requested approval of placement of a mobile home at 7107 C. W. Post Road.

Ms. Ruthven's parents were approved for a mobile home a few years ago on adjoining property.

Ms. Finley moved to approve the request, seconded by Ms. Shaw. Seven voted aye, 0 no, REQUEST APPROVED.

#3 RZ96-37 Paul Arnold and others requested approval of rezoning from Residential R-1 to Commercial C-3 for 57.93 acres located on the north side of Johnson Avenue, east of Paragould Drive.

Skip Mooney, attorney for Mr. Arnold, outlined some of the plans for the property including a church activity center, a parsonage, a city park, a major grocery store, a bank, a veterinarian, an office for the Office of Emergency Services and others. Roger Lee, Taylor Francis and Robert Ryan, property owners across the road in the Wheeler Heights Subdivision and on Paragould Drive, spoke in opposition to the rezoning. Mr. Mooney stated that a road would be built all the way to the back of the property that would provide access to other properties. Mr. Mooney also stated that they would be willing to amend the request to stop at the quarter section line. There was some concern over the lack of plans for the property though several proposed uses had been stated.

Mr. Pitts moved to deny the request, seconded by Ms. Shaw. Seven voted aye, 0 no, REQUEST DENIED.
