WHEREAS, the Congress of the United States adopted the Civil Rights Act of 1968 inclusive of provisions with Constitutional limitations, for fair housing throughout the United States; and

WHEREAS, the Civil Rights Act specifically outlines in Title VIII;
Section 804 Non-Discrimination in the Sale or Rental of Housing,
Section 805 Non-Discrimination in the Financing of Housing,
Section 806 Non-Discrimination of Brokerage Services,
Section 807 Exemption,
Section 808 Administration,
Section 809 Education and Conciliation,
Section 810 Enforcement,
Section 811 Investigations; Subpoenas, Giving of Evidence
Section 812 Enforcement by Private Persons,
Section 813 Enforcement by the Attorney General,
Section 814 Expedition of Proceedings,
Section 815 Effect on State Laws,
Title IX Prevention and Intimidation in Fair Housing Cases and Title X Civil Obedience:

WHEREAS, City of Jonesboro, Arkansas, is aware of its rights and responsibilities in this regard and moreover, is desirous of formally effectuating the above policies and procedures, as they specifically relate to the continued efforts under the programs effectuated by the Department of Housing and Urban Development’s Community Development Act of 1977.

NOW, THEREFORE, BE IT ORDAINED by the City of Jonesboro, Arkansas that:

1. It is hereby declared that the policy of the City is to adhere to, encourage and comply with all laws prohibiting discriminatory policies and practices based on color, creed or national origin in relation to both the private and public use of housing and property ownership in the City.
2. It is hereby declared to be the policy of the City to resolve discriminatory practices shall not be in any alter, affect or prejudice the parties’ legal rights to resolve such differences.
