BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

SECTION 1: That Ordinance No. 954 known as the zoning ordinance of the City of Jonesboro, Arkansas, be amended as recommended by the Metropolitan Area Planning Commission by the change in zoning district boundaries as follows:

From Commercial (C-3) to Residential (R-3) of properties described as follows:

A parcel of land lying within Section 34, Township 15 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows: Commencing at the Northwest Quarter of Section 34 aforesaid; thence South 89° 45' 47" East, along the North line of the Northwest Quarter of said Section 34 (the North line of the Northwest Quarter of said Section 34 is assumed to bear South 89° 45' 47" East and all other bearings are relative thereto), a distance of 2,614.38 feet to a point, said point being the Northwest corner of the Northeast Quarter of Section 34 aforesaid; thence South 89° 35' 48" East, along the North line of the Northeast Quarter of said Section 34, a distance of 577.83 feet to a point; thence South 14° 12' 25" West, departing from said North line, a distance 158.53 feet to the point of beginning of the herein described parcel; thence continue South 14° 12'25" West, a distance of 562.29 feet to a point; thence South 89° 35' 48" East, a distance of 134.16 feet to a point; thence North 00°24' 12" East, a distance of 546.05 feet to the point of beginning, containing in all 36,628 square feet or 0.841 acre, more or less, subject to easements, restrictions, reservations and rights of way of record.

SECTION 2: It is found and declared by the City Council that the proper use of the tract of land described in this Ordinance is being delayed because of improper zoning, and that, therefore, an emergency is hereby declared to exist...
