Minutes for the special called City Council meeting on November 27, 1968

The City Council of the City of Jonesboro, Ark., met in a called meeting Wednesday, November 27, at 5:00 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Turner, Bowers, Young, Darling, Stricklin, Minx, Pardew, Copeland, Johnson, Knight and Ledbetter.
Mr. Pierce offered the following ordinance for its first reading:
AN ORDINANCE AUTHORIZING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS UNDER ACT NO. 90 OF THE FIRST EXTRAORDINARY SESSION OF THE SIXTY SECOND GENERAL ASSEMBLY OF THE STATE OF ARKANSAS, APPROVED JANUARY 21, 1960, AS AMENDED, FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING OF THE COST OF SECURING AND DEVELOPING INDUSTRY AUTHORIZING THE EXECUTION AND DELIVERY OF A TRUST INDENTURE SECURING THE BONDS; AUTHORIZING AND PRESCRIBING OTHER MATTERS PERTAINING TO THE INDUSTRIAL PROJECT, THE CONSTRUCTION THEREOF AND THE FINANCING THEREOF, AND DECLARING AN EMERGENCY
Mr. Knight moved with Mr. Turner seconding the motion that the rule be suspended and the ordinance be placed on the second reading. All members voted aye and the motion carried. Mr. Young moved with Mr. Johnson seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. All aye and the motion carried. Mr. Young then moved with Mr. Pierce seconding the motion that the ordinance be adopted. All aye and the motion carried. Motion by Johnson, second by Turner, to adopt the emergency clause passed unanimously. The ordinance was given the number 1215.
Mr. Young offered the following ordinance for its first reading:
AN ORDINANCE AUTHORIZING A LEASE AND AGREEMENT BY AND BETWEEN THE CITY OF JONESBORO, ARKANSAS, AS LESSOR AND THE COLSON CORPORATION, AN OHIO CORPORATION, AS LESSEE, INSUBSTANTIALLY THE FORM AND WITH SUBSTANTIALLY THE CONTENTS SET FORTH IN AND MADE A PART OF THIS ORDINANCE; AUTHORIZING THE EXECU...
