A RESOLUTION TO CREATE A COMMITTEE TO STUDY ANNEXATIONS AND A SPECIAL CENSUS.

Be it resolved by the City Council of the City of Jonesboro, Arkansas as follows:
1. The committee on annexation is formed and directed to study lands contiguous to the City of Jonesboro for possible annexation to the City, provided said lands are:
a. Platted and held for said or use as municipal lots;
b. Whether platted or not, if held for sale as suburban property;
c. An abode of densely settled community, or represent the actual growth of the municipality beyond its existing corporate limits;
d. Needed for any proper municipal purposes such as the extension of needed City regulations;
e. Valuable by reason of their adaptability for prospective municipal uses.
2. The committee is to study the possible need for conducting a special census prior to the US census in 1990.
Whereas several tracts containing significant population presently not included in the total city population have been annexed to the City since the last US census in 1980, and;
Whereas the City’s portion of State turnback revenues are allocated on the basis of population and could thereby be increased prior to 1990.
3. This committee is to study the possibilities as described in 1 and 2 and report its findings to the Mayor and City Council.
4. The members of this committee are to be appointed by the Mayor with the approval of a majority of the City Council.
5. This committee is to be comprised initially of the following as proposed by the Mayor: Don Culpepper (Chrmn), Ralph Stricklin, Henry Jones, Jim McKinnon, Jeff Gibson, Jim Burton, Phyllis Burkette.
6. Now therefore be it resolved by the City Council of the City of Jonesboro, Arkansas that the Committee on annexation and special consensus be established and serve at the will of the Mayor and City Council.
