AN ORDINANCE MAKING IT ILLEGAL AND APPROVING THE POSTING OF A NO LOITERING OR TRESPASSING SIGN BETWEEN THE HOURS OF 10:00 P. M. AND 7:00 A.M. AT THE MINI-PARK AREA OF CHURCH AND MONROE STREETS.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas, that:
SECTION 1: A need has arisen to prohibit loitering and to curtail the occurrence of illegal activities in the evening hours in downtown Jonesboro and therefore, the City hereby prohibits between the hours of 10:00 p.m. and 7:00 a.m. In the mini-park area of Church and Monroe streets “loitering” as defined by the Arkansas Code Annotated, except this ordinance shall not apply to those attending functions at the Forum for a period of two (2) hours, after its conclusion.
SECTION 2: The street department is hereby requested to post a “NO LOITERING or TRESPASSING between the hours of 10:00 p.m. and 7:00 a.m.” sign at the Forum mini-park area of Church and Monroe streets, within thirty (30) days following the adoption of the ordinance.
SECTION 3: Due to the immediate need to curtail such illegal activities and assemblies of persons, an emergency is hereby declared to exist and this ordinance being necessary for the preservation of the public peace, health and welfare it shall be effective from and after its passage and approval.
