CITY COUNCIL MINUTES AUGUST 6, 1979

The Jonesboro City Council met in regular session, Monday, August 6, 1979, at 7:30 p.m. Present: Mayor City Attorney, City Clerk and all aldermen.

A Public Hearing was held concerning an Act 9 Bond Issue for Delta, Incorporated.

Mr. Park moved that the minutes of July 16, be approved as mailed, seconded by Mr. Shelton. All voted aye.

Mr. Sanderson offered the following ordinance:

AN ORDINANCE AUTHORIZING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING FOR INDUSTRIAL FACILITIES: AUTHORIZING A TRUST INDENTURE SECURING THE BONDS; AUTHORIZING A LEASE AND AGREEMENT BETWEEN THE CITY OF JONESBORO, ARKANSAS, AS LESSOR AND DELTA, INC. OF ARKANSAS, AS LESSEE, AUTHORIZING THE SALE OF THE BONDS AND THE EXECUTION OF A BOND PURCHASE AGREEMENT IN CONNECTION THEREWITH; AUTHORIZING AND PRESCRIBING OTHER MATTERS RELATING THERETO: AND DECLARING AND EMERGENCY

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Mays. All voted aye. After the reading, Mr. Park moved that the rules be further suspended and the ordinance placed on 3rd and final reading, seconded by Mr. Shelton. All voted aye. Mr. Sanderson then moved for the adoption of the ordinance subject to an agreement being made for payment in lieu of taxes being made before the signing of the bonds. The motion was seconded by Mr. Minx with all council voting aye. Mr. Sanderson then moved for the adoption of the emergency clause, seconded by Mr. Stricklin. All voted aye. The ordinance was given the number 1690.

Wilburn Green with the Crowley Ridge Traditional Music Guide expressed thanks to the Council for their efforts in obtaining the Forum and explained the purpose of the Guild. He also presented tickets to City officials for their next performance.
