A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS, TO UTILIZE FEDERAL-AID RECREATIONAL TRAILS PROGRAM (RTP) FUNDS; AND, AUTHORIZING THE CITY’S GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR AN FY25 RTP GRANT

WHEREAS, the City of Jonesboro understands that Federal-aid RTP funds are available at 80% federal participation and 20% local match to develop the Higginbottom Creek Soft-Surface Trail; and,
WHEREAS, the City of Jonesboro is requesting $490,000 in RTP funding with a local match of $98,000 and an additional 1% Arkansas Department of Transportation administration fee of $4,900 calculated from the RTP federal share; and,
WHEREAS, the total cost of completing the Higginbottom Creek Soft-Surface Trail is estimated at $987,218.92; and,
WHEREAS, the City of Jonesboro is committed to spending the additional $399,218.92 required to complete the project; and,
WHEREAS, the City of Jonesboro understands that federal-aid funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement: and,
WHEREAS, this project, using federal funds, will be open and available for use by the general public and maintained by the applicant for the life of the project.
NOW, THEREFORE BE IT RESOLVED BY THE JONESBORO CITY COUNCIL THAT:
SECTION 1: The City of Jonesboro will participate in accordance with its designated responsibility, including maintenance of this project.
SECTION 2: The City Council supports the submission of an FY25 RTP application to develop the Higginbottom Creek Soft-Surface Trail and hereby authorizes the Arkansas Department of Transportation to initiate action to implement this project.
SECTION 3: The Mayor and City Clerk are hereby authorized by the City Council to execute all necessary documents necessary to effectuate the application.
