AN ORDINANCE AUTHORIZING THE CITY OF JONESBORO TO AMEND THE 2014 BUDGET FOR THE CITY ATTORNEY OFFICE AND DECLARING AN EMERGENCY FOR THE OPERATIONAL CONTINUITY OF THE CITY OF JONESBORO, ARKANSAS

WHEREAS, Ordinance Number 13:068 adopted the 2014 Budget; and
WHEREAS, the City is hiring a new Assistant City Attorney and a new Legal Assistant for the City Attorney's Office to replace existing employees; and
WHEREAS, in order to effectuate a smooth transition in this office, it is recommended by the Finance Committee that the new employees begin work on October 31, 2014. This will provide sufficient time for training and transition before the current employees leave their positions on December 31, 2014; and
WHEREAS, the 2014 Budget will need to be amended in order to effectuate the payment of said salaries for the months of November and December of 2014 and the payment of accrued sick and vacation time to the employees leaving on December 31, 2014. The budget will need to be increased in the amount of $29,000;
NOW, THEREFORE, BE IT ORDAINED by the City Council for the City of Jonesboro that:
1. The 2014 Budget is hereby amended to allow for the hiring of the Assistant City Attorney and the Legal Assistant on October 31, 2014 and the payment of accrued leave time to the employees vacating those two positions on December 31, 2014.
2. The sum of $29,000 shall be added to the City Attorney Budget for salaries, said sum coming from the unappropriated funds in the General Fund.
3. This ordinance being necessary for the operational continuity of the City of Jonesboro, Arkansas an emergency is declared to exist and this ordinance shall take effect from and after its passage and approval.
