BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas, that:
SECTION 1: The City of Jonesboro, Arkansas, hereby releases, vacates and abandons all of its rights, together with the rights of the public generally, in and to the utility and drainage easements designated as follows:

From the Southeast Corner of the Northwest Quarter of Section 21, Township 14 North, Range 4 East, thence N00°42’38”E 90.19 feet along the West Line of said Northwest Quarter to a point, thence N89°42’36”E 40.90 feet to a point on the Easterly Right of Way of Caraway Road, thence along said right of way as follows: N00°37’46”E 19.15 feet, S89°14’14”E 3.35 feet, N00°45’46”E 6.00 feet, N89°14’14”W 3.36 Feet N00°37’46”E 122.38 feet to the point of beginning
