From Residential (R-1) to Commercial (C-4) of properties described as follows:

A part of the Southeast Quarter of the Southeast Quarter of Section 31, Township 14 North, Range 4 East, Craighead County, Arkansas, and being more particularly described as follows: Commencing at the Northeast Corner of aforesaid Southeast Quarter of the Southeast Quarter of Section 31; thence South 1°18' West along the East line of said Southeast Quarter of the Southeast Quarter 141.0 feet; then run North 89°02' West 30.00 feet to the point of beginning proper; thence run South 1°18' West 140.0 feet; thence North 89°02' West 120.00 feet; thence North 1°18' East 140.0 feet; thence South 89°02' East 120.00 feet to the point of beginning proper, and containing 0.39 acres, more or less.

SECTION 2: It is found and declared by the City Council that the proper use of the tract of land described in this Ordinance is being delayed because of improper zoning, and that, therefore, an emergency is hereby declared to exist and this Ordinance, being necessary for the preservation of the public peace, health and safety, shall take effect and be in full force from and after its passage and approval.
