CITY COUNCIL MINUTES SEPTEMBER 17, 1979

The Jonesboro City Council met in regular session, Monday, September 17, 1979, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney and the following named aldermen: Park, Sanderson, Hinson, Shelton, Minx, Hannah, Haigler, Stricklin, Province, Mays and Haggenmacher. Absent: Bridger.

On Motion by Mr. Park, duly seconded by Mr. Shelton, and unanimous vote of council, the minutes of September 4, were approved as mailed.

Mr. Hannah, Finance Committee Chairman, recommended to council that any action on funding an additional $8,000 to EMS be deferred until October 1.

Mr. Hannah moved that permission be granted for placing a mobile home at 1813 Henry Street. Motion was seconded by Mr. Park and the only dissenting vote cast by Mr. Minx.

The following ordinance was on 2nd reading:

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS ZONED R-2, LOCATED IN WARD 3, BY ORDER OF THE COUNTY COURT DATED JULY 27, 1979

Several residents of the area spoke concerning the annexation of this area.

Mr. Hinson offered the following ordinance:

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

Mr. Hannah moved that $21,643.00 from un-appropriated funds, be used for seven (7) employees of the Fire Department which will be removed from CETA payroll at the end of September. Motion seconded by Mr. Stricklin, all council voted aye. On motion by Mr. Hannah, seconded by Mr. Stricklin and unanimous vote of council, $2,097.00 was allocated from un-appropriated funds for a Humane Officer also to be removed from CETA.

Mr. Hannah moved that $3,252.00 be appropriated from revenue sharing interest for the Forum Director’s salary through the remainder of this year. The motion was seconded by Mr. Minx with the only dissenting vote being cast by Mr. Haggenmacher.
