RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO SUBMIT AN APPLICATION TO THE U.S. DEPARTMENT OF TRANSPORTATION FOR THE FY2026 BETTER UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT (BUILD) GRANT

WHEREAS, the application process is now open and is accepting proposals for the U.S. Department of Transportation FY 2026 BUILD grant; and
WHEREAS, the project would complete a makeover of the busy Caraway Road commercial corridor, complementing city and ArDOT projects along the I555 interchange corridor; and
WHEREAS, the project would improve vehicular traffic on two roads leading to a new 203,000 square-foot Ridge Athletic Center complex scheduled to open next year; and
WHEREAS, the Ridge was conceived to address local and regional demand for a large-scale amateur sports venue with an economic impact estimated at $43 million annually; and
WHEREAS, the Ridge’s long-term success depends on 1) widening Caraway Road; 2) expanding the intersection at Race Street; and 3) accommodating pedestrians en route to the Ridge with sidewalks and sidepaths; and
WHEREAS, the City of Jonesboro is requesting up to $21,000,000 in BUILD grant funding to widen Caraway Road, expand the intersection at Race Street, and accommodate pedestrians en route to the Ridge with sidewalks and sidepaths.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:
SECTION I: The Jonesboro City Council supports the submission of the FY26 BUILD Grant application to the United States Department of Transportation.
SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, AR to execute all necessary documents to effectuate this application.
SECTION 3: The Grants and Community Development Department is hereby authorized by the City Council for the City of Jonesboro, AR to submit all necessary documents for this Federal Aid program.
