SPECIAL CALLED MEETING-CITY COUNCIL MINUTES - FEBRUARY 6, 2003

 

The Jonesboro City Council met Thursday, February 6, 2003 at 5:00 p.m.   A full quorum was in attendance.  Present were: Mayor Hubert Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and eleven council members. Those members were: Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Copeland, McCall, and Roddy.  Councilman Perrin was unable to attend.

 

The purpose of the meeting was to review bids for clean up work of debris from the December ice storm.  Mayor Brodell explained that the Federal Emergency Management Agency (FEMA) would reimburse the city 87.5% of expenses associated with the clean up which was estimated to be 75,000 cubic yards.  He explained the bid was based on cubic yardage.   Mayor Brodell then called on Purchasing Agent, Steve Kent who covered some of the FEMA guidelines.  He explained a city employee would serve as a monitor of the FEMA work, making sure the proper pick-ups were made.   He stated FEMA would post a $1,000,000 performance bond with the work being completed in 45 days.  Mr. Kent reminded the Council and public that only storm debris would be picked up, not household appliances.

 

Councilman Moore questioned if they would be burning in the City of Jonesboro.  Mayor Brodell responded saying they have an option of burning or grinding the waste.  Mr. Kent explained FEMA would have to get their own permit from the state, find their own location for burning, and remove the ash.

 

Councilman Young moved, seconded by Councilman Dover to accept the low bid of James Construction Company, Kansas City, Missouri for the amount of $302,750.00.  A voice vote was taken resulting in all members voting aye.  Those members voting aye were:  Farmer, Province, Hargis, Moore, Williams, Street, Young, Dover, Copeland, McCall, and Roddy.
