A RESOLUTION ENDORSING THE PROPOSED ANTI-DIVERSION AMENDMENT TO SECTION 4 OF ARTICLE #7 OF THE PROPOSED CONSTITUTION OF THE STATE OF ARKANSAS

body

BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas:

That the City Council does urge our delegates to the Constitutional Convention to support the anti-diversion amendment to be proposed to Section 4 of Article #7 of the proposed Constitution. The proposed amendment will read as follows:

“No monies derived from any fees, excises, or license taxes relating to registration, operation, or use of vehicles on public highways, or to fuels used for propelling such vehicles, shall be expended for other than cost of administering such acts, statutory refunds and adjustments allowed therein, payment of highway obligations, cost of construction, maintenance and repair of public highways, streets roads and bridges, and expense of enforcing local and state traffic ordinances and laws.”

This amendment is designed to prohibit highway user taxes, which is earned on city streets, county roads and state highways from being diverted to purposes other than highway purposes and enforcement of traffic laws.

The City Clerk is hereby instructed to send copies of this Resolution to our delegation at the Constitutional Convention.
