RESOLUTION DECLARING THE NEED FOR COMPLETE STUDY OF THE DESIRABILITY OF CREATING AN URBAN RENEWAL AGENCY AND HOUSING AUTHORITY IN THE CITY OF JONESBORO AND DESIGNATING THE PERIOD OF TIME DURING WHICH SUCH STUDY SHALL BE MADE AND FINDINGS REPORTED

body

BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas:

WHEREAS, an ordinance establishing an Urban Renewal Agency and Housing Authority for the City of Jonesboro has been introduced; AND

WHEREAS, such Agency and Authority, if created would necessarily proceed in a manner that would vitally affect the rights of property owners, businesses and residents of the city, because the power of eminent domain would be available to acquire property, destroy existing structures and relocate residents; AND

WHEREAS, such a program should not be undertaken without a full public understanding of its meaning and consequences; AND

WHEREAS, the opportunity for such full public understanding requires time;

NOW, THEREFORE, BE IT RESOLVED: THAT the Mayor shall authorize the existing Committee of Morris Mays, Chairman; Walter Darling; Charles Keller; J.W. Pardew and Virgil Snow to continue its study of the program that the proposed Urban Renewal Agency and Housing Authority would undertake, the experience of other cities with such programs, the advantages and disadvantages of such programs, and report to the Mayor and City Council at the first Council meeting following November 16, 1966 and during such time the proposed ordinance shall beheld in abeyance. After the recommendation is submitted to the Council by the committee, a special election shall be held to determine whether or not the City shall adopt the Urban Renewal and Housing Authority Program as set forth in the proposed ordinance.

PASSED and ADOPTED this 16th day of May, 1966.
