RESOLUTION TO CHALLENGE THE CITY OF FAYETTEVILLE TO BE THE CITY WITH THE HIGHEST SEAT BELT USAGE

BE IT RESOLVED by the City Council of the City of Jonesboro, Arkansas challenging the City of Fayetteville, Arkansas to a challenge to be the city with the highest seat belt usage.

 

TO ALL TO WHOM THESE PRESENTS SHALL COME ---GREETINGS:

 

WHEREAS, upwards of 43,000 passengers of cars, light trucks and vans die each year in crashes, and,

 

WHEREAS, in 1987, there were 23 fatalities and 1,237 injuries in Craighead County alone due to motor vehicle accidents; and

 

WHEREAS, 31 states and the District of Columbia have enacted legislation mandating the use of seat belts, and

 

WHEREAS, it is estimated that traffic deaths could be reduced by 50 percent if all Arkansans buckled up while in their automobiles; and

 

WHEREAS, many Arkansans who have been in accidents and were wearing seat belts believe the seat belts spared their lives and many injuries; and

 

WHEREAS, continuing public information, education programs and coordination with the automobile industry are needed to maintain and increase the percentage of occupants using safety belts; and

 

WHEREAS, the City of Fayetteville, AR, has accepted the challenge issued by Santa Fe, NM, and intends to double their seat belt usage to 70% of their residents within 18 months, and

 

NOW, THEREFORE, I, Hubert Brodell, Mayor of Jonesboro, do hereby challenge the City of Fayetteville, AR, that we intend to be the City in Arkansas with the highest seat belt usage.
