February 3, 2003
The Nominating and Rules Committee met Monday, February 3, 2003 in Council Chambers, located at 900 West Monroe, Jonesboro Arkansas. A full quorum was in attendance. Present were: Tim McCall, Chris Moore, and Alec Farmer. Others in attendance were: City Clerk, Donna Jackson, Bill Ebbert, Larry Johnson, and Keith Inman with the Jonesboro Sun.
Pursuant to the Rules of Order and Procedure adopted by the City Council on Monday, January 6, the Nominating and Rules Committee met for the purpose of appointing certain subcommittees to serve as Professional Services responsible for ranking firms for upcoming city projects.
The Committee referred to A.C.A. 19-11-801 for the procurement of services as a guide. The procedure was determined as follows: The assigned Professional Services Committee will conduct interviews and compile a list, ranking possible firms and/or individuals. The list will be provided to Mayor Brodell who will then begin negotiations according to the ranking and ACA 19-11-805. If Mayor Brodell is unable to negotiate a satisfactory contract with the 1st ranked firm and/or individual, negotiations with that firm and/or individual shall be terminated, and negotiations will begin with the 2nd ranked and so on. Once a satisfactory contract has been reached it will be taken to the Jonesboro City Council for a vote.
Councilman Moore moved, seconded by Councilman McCall appointing the following subcommittees to serve as Professional Services for the following upcoming projects:
