CALLED MEETING - MARCH 7, 1986

The Jonesboro City Council held a called meeting March 7, 1986, at 5:00 p.m. Present were Mayor, City Clerk, City Attorney, City Engineer, Aldermen Park, Stricklin, Hinson, Evans, Bridger, Strauser, Sanderson, Culpepper, and Mays. Aldermen, Shelton, Hannah and Nix were absent.

The meeting was called in regard to the reclassification of the Jonesboro Municipal Landfill.

The City Attorney, Jim Burton read a letter from Randal Mathis, Deputy Director of PC & E which stated a report prepared by Dr. Kenneth Hall was inadequate and questioned meeting the April 15 deadline to submit technical date that would enable the city to maintain a Class l permit.

The Mayor announced that PC & E will ban disposal of household waste in the landfill after mid-May. He further added that he has every indication that the ban will be temporary and the city should receive a letter from PC & E or around April 15 allocating 30 days to locate an alternate private or governmental landfill. This order means the city will be forced to close the municipal landfill off W. Matthews to waste from other communities and unincorporated areas of Craighead County as of April 15, or as soon as the order is received from the state agency.

Dr. Kenneth Hall of Memphis who was hired by the city to conduct a technical study and draft a report in support of keeping a Class 1 permit addressed the Council.

Robert W. Flournoy, President of EnviroMed Laboratories, Inc. of Ruston, La. addressed the council regarding submitting a site evaluation plan to PC & E. His company will conduct tests to determine if waste buried at the facility contains contaminants in underground water supplies. Mr. Flournoy states all necessary tests could be completed within 120 days.

Mr. Culpepper moved, seconded by Mr. Evans to authorize EnviroMed Laboratories, Inc. to meet with PC & E to discuss Phase 1 of the Landfi...
