AN ORDINANCE TO AMEND CHAPTER 11.04.06 OF THE MUNICIPAL CODE OF THE CITY OF JONESBORO, ARKANSAS; PROVIDING FOR DOUBLE PERMIT FEES IF WORK COMMENCES PRIOR TO ISSUANCE OF A BUILDING PERMIT; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
SECTION 1: That a new Section (k) is added to Chapter 11.04.06 to read as follows:
11.04.06 PERMIT FEES: (k) Before beginning any work (except grading) within the City, the person responsible for building a structure shall make application for a building permit and shall pay all fees for said construction. A double fee shall be assessed to any person, firm or contractor commencing any work prior to issuance of a building permit, and for non-payment of the fee for said permit.
SECTION 2: If for any reason, any portion of this ordinance is held to be invalid, such invalidity shall in no way affect the remaining portions thereof which are valid, but such valid portions shall remain in full force and effect.
SECTION 3: It is found and declared by the City Council that an emergency exists and this ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
