RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO, ARKANSAS TO UTILIZE FEDERAL-AID TRANSPORTATION ALTERNATIVES PROGRAM FUNDS AND AUTHORIZING THE CITY OF JONESBORO GRANTS AND COMMUNITY DEVELOPMENT DEPARTMENT TO APPLY FOR THE FY22 TRANSPORTATION ALTERNATIVES PROGRAM FROM THE ARKANSAS DEPARTMENT OF TRANSPORTATION.

WHEREAS, the City of Jonesboro, Arkansas understands Federal-aid Transportation Alternatives Program Funds are available at 80% federal participation with maximum award of $500,000 and 20% local match to complete the Joe Mack Line trail as part of the Quality of Life and Connectivity Master Plan; and

WHEREAS, the estimated project cost to complete phase 1 of Joe Mack Line is $937,942.00; the City will be requesting the maximum amount of $500,000.00 in TAP funds with a local match of $187,588.40; the remaining funds for this phase, $250,353.60, will either be procured from private donations or other grant opportunities; and

WHEREAS, the City of Jonesboro, Arkansas understands that Federal-aid Funds are available for this project on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary reimbursement; and

WHEREAS, this project, using federal funding, will be open and available for use by the general public and maintained by the applicant for the life of the project.

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF JONESBORO, ARKANSAS THAT:

SECTION 1: The Jonesboro City Council supports the submission of the 2022 application to the Transportation Alternatives Program to complete the Joe Mack Line Trail; and

SECTION 2: The Mayor and the City Clerk are hereby authorized by the City Council for the City of Jonesboro, Arkansas to execute all necessary documents to effectuate the application; and

SECTION 3: The City of Jonesboro, Arkansas will participate in accordance with its designated responsibility, including maintenance of this project; and
