ORDINANCE DEFINING THE TERM "PROFESSIONAL SERVICES", PROVIDING FOR THE ANNUAL NEGOTIATION OF CONTRACTS WHICH PROHIBITS THE USE OF COMPETITIVE BIDDING FOR THE PROCUREMENT OF PROFESSIONAL SERVICES (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-02:595 ON MARCH 4, 2002)

WHEREAS, Arkansas Statute § 19-11-806 requires any city of the first class to define what is considered "professional services" for the purpose of directing the contracting authority when negotiating applicable contracts; and

WHEREAS, the Jonesboro City Council adopted Resolution No. 1994:21 on May 2, 1994 authorizing the annual appointment of the Contracting Authority as required by

Act  616.

BE IT THEREFORE ORDAINED, by the City Council of the City of Jonesboro, Arkansas; that;

SECTION 1: The term "professional services" shall include and be defined as follows: Legal Services, Architectural, Engineering, Land Surveying, Appraisers, Auctioneers, and Accounting Services.

SECTION 2: The Contracting Authority is hereby authorized and instructed to negotiate contracts for "professional services" as defined in Section 1 above.
