AN ORDINANCE TO AMEND TITLE NINE, KNOWN AS “STREETS AND SIDEWALKS”, BY ADDING SECTION 9.38 KNOWN AS “STREET SPECIFICATIONS”, FOR THE PURPOSE OF INCORPORATING THE RECOMMENDED GARVER & GARVER STREET SPECIFICATIONS PLAN INTO THE JONESBORO CODE OF ORDINANCES (NOTE: THIS ORDINANCE WAS AMENDED BY ORD-97:396 ON APRIL 7, 1997; ORD-15:039 ON OCTOBER 20, 2015)

WHEREAS, the City of Jonesboro adopted by motion, the MATA prioritized street plan on October 2, 1995; and
WHEREAS, Ordinance No. 2659 was adopted by the Jonesboro City Council creating a department budget for special street projects\MATA expenditures;
THEREFORE, BE IT ORDAINED, by the City Council of the City of Jonesboro, Arkansas, the following:
SECTION 1: The City of Jonesboro does hereby adopt the street specifications contained in the final draft of the Street Improvement Program Standards Manual, as recommended and provided by the engineering firm of Garver & Garver.
SECTION 2: The Jonesboro Code of Ordinances, Title Nine, known as "Streets and Sidewalks" shall be amended, to incorporate the Street Improvement Program Standards Manual, by the addition of Chapter 9:38, to the Jonesboro Code of Ordinances, to be known as "Street Specifications".
SECTION 3: All ordinances and or parts of ordinances in conflict herewith are hereby specifically repealed.
SECTION 4: It is found and declared by the City Council of the City of Jonesboro that this ordinance is necessary to establish street specifications and that these procedures are necessary for the efficient and orderly operations of city government and that, therefore, an emergency exists and this ordinance being necessary for the preservation of the public peace, health, and safety, it shall take effect from and after its passage and approval.
