AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A COURT-SCRIBE 4 CHANNEL DIGITAL CD CONFERENCE RECORDER INCLUDING MICROPHONES, STANDS, AND CABLES FOR THE OFFICE OF CITY CLERK

BE IT ORDAINED by the City Council for the City of Jonesboro, Arkansas that:
SECTION 1: That the Office of City Clerk of the City of Jonesboro, Arkansas needs to purchase a recorder and other equipment for the purpose of recording committee meetings.
SECTION 2: That said equipment may be purchased from Martel Electronics Sales for the sum of $4,530.00 not including sales tax to be paid from fixed assets line item of the City Clerk's budget.
SECTION 3: That the City Council in accord with the terms of A.C.A. Section 14-58-302 hereby waives the requirement of competitive bidding and directs the Purchasing Agent to purchase the above described for the price set forth in Section 2 above.
SECTION 4: It is further found that due to the immediate need to acquire adequate equipment for the recording of council meetings as required by State Statutes an emergency is declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
