RESOLUTION TO PURSUE THE ESTABLISHMENT OF A NORTH CARAWAY ROAD STREET IMPROVEMENT DISTRICT

WHEREAS, the appointed Committee to study the needed improvements to North Caraway Road has submitted its findings and determinations to the City Council recommending that the City Council pass an ordinance establishing a Street Improvement District for the purpose of providing appropriate funding for the improvements of said road; and
WHEREAS, it is the findings and determinations of the Committee that the designated area is an important traffic artery to the City of Jonesboro and said area is dangerous in that an inspection of the road reveals a blacktop surface of 17 to 19 feet wide with sharp drop-off shoulders caused by excessive use and by erosion; and
WHEREAS, it appears, based upon the Committee’s surveys that the majority in value of real property owners within the proposed improvement district desire that a North Caraway Road Street Improvement District be established; and
WHEREAS, out of the total costs of the needed improvements the sum of $58,500.00 should be assessed against those within the proposed improvement district area and they should be allowed to pay the amount of assessments in a one (1) lump sum payment or in a manner as established by the City Council; and
WHEREAS, it is the conclusion of the Committee that it is in the best interest of the City of Jonesboro that the City Council pass an Ordinance establishing said Street Improvement District in a manner as allowed by the law of the State of Arkansas.
NOW, THEREFORE, BE IT RESOLVED that upon vote of the City Council that the findings and determinations of the Committee should be and are hereby adopted y the City of Jonesboro and that the appropriate city officials shall be authorized to pursue the establishment of a Street Improvement District for the designated area in accordance with A.C.A. §14-322-101, et seq., and other applicable laws of the State of Arkansas.
