BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

Section 1:  Section 24-31 of the Code of Ordinances of the City of Jonesboro is hereby amended and the same shall hereinafter read as follows:

"It is the intent of this chapter that the duties of the City Council in connection with this chapter shall be only the duty of considering and passing upon any proposed amendment, any change of the regulations or any change in the boundary of districts herein established. The City Council may amend or change by Ordinance the regulations and/or boundaries of districts herein established and shall consider any necessary changes or amendments but then shall not be more than six times a year and only in accordance with the procedure set out below. Such proposed changes or amendments may be initiated by the City Council, City Planning Commission or by one or more owners or lessees of property within the area proposed to be changed."

Section 2:  It is found and declared by the City Council that proper use of tracts of land lying within the City of Jonesboro, Arkansas, is being delayed because the City Council was prohibited from hearing change in zoning and boundary districts except for three times per year and that, therefore, an emergency exists and this Ordinance being necessary for the preservation of the public peace, health and safety, it shall take effect from and after its passage and approval.
