ORDINANCE AMENDING THE CITY OF JONESBORO PAY PLAN, AND CLARIFYING THE HIRING, FIRING, AND REPORTING STRUCTURE OF THE POSITION OF INTERNAL AUDITOR

WHEREAS, the City of Jonesboro has defined the need to assess the effectiveness of controls, accuracy of financial records, and efficiency of departmental operations; and
WHEREAS, the efficient, accurate, and effective assessment of records and operations requires that the City of Jonesboro obtain the services of an Internal Auditor;
NOW, THEREFORE BE IT ORDAINED, by the City Council of the City of Jonesboro, Arkansas, that the recommendations of the Finance Committee be adopted as follows:
SECTION 1: The City of Jonesboro pay plan is hereby amended to include the position of Internal Auditor, Grade 21, with an entry range of, step 1 - $43,684.87 to step 5 - $48,219.93.
SECTION 2: The Finance Committee shall interview applicants and recommend a nominee to the City Council which may confirm or reject the nominee.
SECTION 3: Hiring or firing an individual for the position of Internal Auditor shall be approved by a two third (2/3) vote of the City Council.
SECTION 4: The Finance Committee shall be responsible for the oversight and direction of the Internal Auditor. Council or Council Member’s requests of the Internal Auditor shall be directed to the Finance Committee.
SECTION 5: The Internal Auditor shall report monthly to the Finance Committee and to the City Council on audit activities.
SECTION 6: In order to guarantee the effectiveness of controls, accuracy of financial records, and efficiency of operations the City Council determines that the employment of a full-time Internal Auditor is an immediate necessity for the efficient operation of the government of the City of Jonesboro; therefore an emergency is declared to exist and this ordinance shall take effect from and after its passage and approval.
